Council Narrowly Approves Revised 20 Franklin Street Townhouses

The City Council has narrowly approved a revised project at 20 Franklin Street in Hammond Square. It allows a Saugus developer to replace a fire-damaged home with three townhomes under 14 conditions. Supporters argued the compromise is better than a by-right two-family plus accessory dwelling unit, while neighbors and one councilor remain concerned about neighborhood character, parking and whether the old house was truly a legal three-family.
