State orders redo of Woburn police sergeant promotions

The Massachusetts Civil Service Commission ruled Sept. 17 that Woburn must redo the police sergeant promotional process it conducted in October 2025, finding safeguards inadequate because the appointing authority's son was among the candidates. The case began with an equity appeal filed by Officer Glenn J. Grammer, who was tied on the eligible list with the selected candidate, Officer Timothy Concannon. Mayor Michael Concannon and Human Resources Director Shawna Healey were among the witnesses called by the city at a full evidentiary hearing held in Boston on May 27.
