Clean-Energy Projects Can Now Use a Single Permit

October 1, 2026

Top story

Winchester Now Accepting Consolidated Clean-Energy Permit Applications

As of Oct. 1, applicants proposing small clean-energy facilities can choose one consolidated application covering every local approval. Eligible projects include solar, wind and anaerobic digestion facilities under 25 megawatts, battery storage systems under 100 megawatt-hours, and certain transmission and distribution projects; town boards review them at the same time and the town issues a single decision. The pathway is optional, and rooftop solar panels or batteries for your own home or business still go through the Building Department's standard permit process.
