Winchester Comptroller Reports Strong Reserves, $2.2M in Turnback Savings

The Comptroller's FY26 financial update, dated Aug. 24 and covering the year through June 30, puts operating reserves at 17% of total revenue and transfers in — above the town's 10% policy target but down from 18% a year ago, a decline attributed to revenue growth against a relatively flat reserve balance. The town used $5.9 million of operating reserves and generated $5.7 million, including $3.445 million in surplus revenue and $2.248 million in turnbacks, which came largely from staff vacancies in Police, Fire and DPW. The report also notes that local receipts came in strong across categories and that FY27 revenue estimates will need adjustment based on FY26 results.
