Councillor Raises Alarm Over Police Surveillance Tool

District 7 Councillor Miniard Culpepper says the Boston Police Department began using the social-media surveillance tool LifeRaft in June without notifying the City Council, as required by the 2021 Ordinance on Surveillance Oversight and Information Sharing. Councillors learned of the deployment only through the department's annual surveillance report, which was due in May and released last week. Culpepper, who called for the tool's use to be suspended, said bypassing the law "undermines public trust"; it is the third year in a row the department has acquired and deployed such technology without Council approval.
