Boston police data exposed during Flock license-plate pilot

The city's 2025 Surveillance Technology Report found that Flock Safety distributed Boston vehicle data to outside law enforcement agencies during a 156-day, no-cost pilot with Boston Police that ran from April 1 to Sept. 4, 2025, despite a contract requiring data sharing to be disabled. BPD became aware within three days of the pilot's start that other agencies could access license plate data collected by 45 Flock cameras around the city, access that was supposed to be limited to a small group of trained detectives. Ahead of the report's release to the City Council, BPD and city officials committed to not using Flock Safety services going forward.
