Jury rules for Quincy officers in excessive-force trial

A Norfolk Superior Court jury in Dedham sided Friday with Quincy police officers Michael Dougan and Paul Matthews in a lawsuit brought by resident Salim Balbaky over his June 2020 arrest. Judge Rosemary Connolly had already issued a directed verdict finding a third officer, William Lanergan, not liable. Balbaky, who represented himself, claimed the officers dislocated and fractured his left shoulder and injured his head. The officers denied it, saying he resisted arrest and they used only necessary force.
