Newton Upholds Denial of Miniature Horse Permit; Owner Plans to Sue
City health officials on Monday denied Judy Hinchey's appeal to keep Clover, her 28.5-inch, 165-pound miniature horse, at her Auburndale home and ordered the animal removed by Oct. 19. Public health director Lisa Heyer ruled that a miniature horse is a breed of horse and therefore a 'Large Animal' under city regulations, which require manure to be stored 100 feet from lot lines. Neighbors had complained about manure odor, and Hinchey, who argues Clover should not be treated like a full-size horse, says she plans to sue the city.
