Milton residents will vote twice before the town can close its $11.75 million deal for the former Labouré College campus: a two-thirds Town Meeting supermajority and a Dec. 15 debt-exclusion ballot question. For the average single-family homeowner, first-year debt service adds roughly $130 to the annual tax bill.
