Fatal shooting reignites Council fight over ShotSpotter removal

After the July 4 shooting death of city public works employee Xavier Bautista, police unions and Councilor Tim Flaherty argue the Council's May 18 vote to remove ShotSpotter delayed emergency response. Bautista's body was found around 5:30 a.m. near Broadway and Norfolk Street, but investigators believe he had been shot an hour earlier and remained undetected in the dark, with no 911 calls reporting gunshots. Mayor Sumbul Siddiqui and other councilors who backed the removal say it is too early to draw conclusions.
