Chelsea Council reduces public comment to three minutes
The Chelsea City Council reduced public speaking time from four to three minutes and added a sign-in requirement, a change made during the year when resident participation surged over school-budget cuts. The rules rewrite was led by Council President Roberto Jimenez-Rivera and approved in a special meeting on March 3.
