Water restrictions remain despite ample Merrimack supply

Residents remain prohibited from watering lawns, washing cars at home and filling swimming pools, even though the town has plenty of drinking water available from the Merrimack River. Officials told Select Board members Monday that the rules stem from state regulations tied to Massachusetts drought declarations, not from Andover nearing its water-supply limits. Andover is under a Level 2 "Significant Drought" designation, an improvement from Level 3, which bars most nonessential outdoor water use; hand watering of gardens is allowed and food-producing gardens are exempt.
